They have those tests for power - why not fuel economy? The fact is on a modern fuel injected car the computer adjusts the fuel to match the incoming air so it doesn't matter what type of filter you have - the engine operates exactly the same. If you can get MORE air into the engine then you can produce more power and being able to exhaust more air can allow more air in (depending on other factors). But just because the engine can breathe better it doesn't mean it will get better mileage. In one test they put a diaper in the airbox (which lets very little air through) and while the test vehicle had very little power, the fuel mileage actually went UP by 3 mpg. It's a nice theory but it doesn't stand up to real world testing. Exhaust could make a slight difference based on changes to back pressure or some other problem that an aftermarket system solved but again most of that gain has already been found by the factory. I find that coasting gains you the most - you'd be surprised how soon you can let off the gas when approaching an intersection, light or stop sign or just driving along in a downhill situation. And timing it so you don't have to come to a complete stop at traffic lights. Also make sure the tires are properly inflated - maybe add 3-4 psi.
