Supposed to let the moist air out (think of moisture as a pressure) but prevent air from entering. Usually driving with your headlights on will produce enough heat to dry out the fixture. Others that have had similar problems, replaced this vent and used a hairdryer to dry out the interior. Another possibly is the seal around the two halves of the headlight has cracked and is letting moist air in.
