Prior to the PVD process which is now being used several mfrs tried chrome plating a plastic substrate epoxied to a regular wheel. The advantage was a chrome finish that was lighter than a chromed steel wheel and it would not pit or corrode over time. Unfortunately it was next to impossible to repair. In that case they aren't the chrome clad wheels and they would not have come from the factory like that. Looks like a standard factory wheel with an aftermarket hubcap. If it was a factory cover they would have used cheap steel wheels behind it, not alloys.
