It's known as "obstruction of view", and it's illegal in most (if not all) states. Usually a "tag on" ticket after they stop you for some other stuff. Often times, not only is it a "tag on", some - and I stress it is only some - law enforcement officers will also use this a reason to pull someone over and take things from there ..........................
