I actually did this when I had a ranger. The link posted above works, but isn't the way I did it. Just find your fog light relay, and bend back or break off the tip that cuts the fogs when the high beams are engaged.. I couldn't tell you which tip it is on the edge but relays are cheap and you could do some experimenting. I had mine that way for 5+ years and had no problems out of it.
