No, the actuator and sensor are not related in this case. The VVT actuator can be tested by applying 12v to it and watching it move. The coolant contamination of the oil has most likely fouled both the Intake and Exhaust VVT solenoids and should be cleaned, but this is an open circuit which requires the wiring and VVT coil checked.

It looks like a wet clutch to me, typical of the wet clutches in most motorcycles.
