I had the same issue as others that once I replaced the driver's side actuator, it still didn't move. Thanks to pdpnjt's post, I got it working with persuasion the first time. The procedure for anyone finding this would be to only connect the electrical connector and set the temp to one extreme or the other. Gently push the white lever in the direction it should go. If you set it to the coldest, the lever should move towards the electrical connection (at least for the driver's side, I am not sure about the passenger's side). After that, I set it to opposite temp extremes to get it going back and forth. Then I installed it and it seems to be working great. I have a 2013 SEL with dual zone hvac.
