Resetting mpg doesn’t affect DTE - it uses the last 500 or 1000 miles. It also keeps 1-2 gallons in reserve so if you were 10 miles to empty then 15-16 gallons is right for a 18 gallon tank.

That sounds like an aftermarket disabler. Where did you buy them? New or used?

If the fuel is bad it probably came from the station. It happens sometimes.
